Jay Leno’s Law: What California Car Owners Should Know

Car Advice · Victor the Car Guy

Does Jay Leno’s Law mean every California car can skip a smog check? No. In this short video, Victor shares his reaction and explains why drivers should look beyond the headlines.

A collector-car exemption, not a blanket change

California announced the signing of SB 1392 on September 16, 2026. The law creates a phased smog-check exemption for qualifying collector vehicles from model years 1976 through 1985. It does not remove smog-check requirements for every vehicle on the road.

Before changing your plans, confirm the eligibility rules and effective dates for your own vehicle. Read the official California announcement for the law’s scope.

What Victor is watching next

Victor’s comments about possible future registration charges or mileage taxes are his opinion about what might happen. They are not a statement that this law creates those charges. His message to car owners: read the details before assuming a headline means your costs or obligations have changed.

Keep maintenance on your calendar

A change in testing requirements does not replace routine maintenance. Keep track of your vehicle’s condition, service history, and repair needs so you can make informed decisions.
